Technical and vocational education and training (TVET) plays an important role in equipping individuals with relevant skills and knowledge for the labour market and also fostering the competitiveness of the economy. TVET can also better enable individuals to participate in social, economic and technological innovation processes. Many, both in the developed and developing worlds, are increasing the emphasis they place on improving the capacity of TVET systems, in recognition of the function of TVET. Therefore, embedding TVET into regional and national innovation structures is of crucial importance to the economic performance and social development of countries. In fact, an overall improvement in vocational skills for employability and citizenship can only be realised if there is an improvement in the quality, effectiveness and relevance of teaching and learning.
A key role improving the quality and status of TVET play the teacher and instructors who shall have profound subject matter and practical knowledge and skills as well as acting on the basis of educational values and attitudes. In order to help strengthen and upgrade technical and vocational education and training, it is clear that the establishment and implementation of a high quality study programme for TVET professionals has much to contribute in this regard.
Establishing a new study program for TVET professionals in technical fields is a goal in Ethiopia. In this document we present the new three year Bachelor programme in the occupational field of Railway Technology.
Mechanical Technology is a great art, on which the wealth and well-being of the society depends. It’s essential feature, as distinct from science and the arts, is the exercise of imagination to fashion the products, processes and people needed to create a sustainable physical and natural built environment. In a developing country like Ethiopia, Mechanical Technology plays a crucial role for the economic and social development, and improvement of the living standard of the people. As Railway developments are indicators of improved livelihood and ways of investment attractions and tourism, contribution of railway technology in this regard is very important. To serve the country, this occupational area needs competent railway rolling stock technology and skilled workers which are trained in a well-organized TVET system.
The railway sector is an expanding area, which needs well-qualified work force at all levels (skilled workers and technician). The occupational field of railway rolling stock technology is a very broad work area with different branches, technologies and tasks. It requires a broad understanding of scientific principles, knowledge of materials and the art of analysis and synthesis. It also requires research, team work, leadership and business skills. For example skilled workers in the field of rolling stock operation and maintenance, calibration of different train equipment, trouble shooting and planning for the operation of rolling stock.
Hence, the proposal for this curriculum of a TVET study program in the occupational field of railway rolling stock technology is based on the outcome of the study which justifies the capacity and potential of the department. The graduates of the study programme have profound knowledge and skills in general science, basics of railway technology and in a field of rolling stock technology and vocational pedagogy. The latter contains competence in planning, conducting and evaluating learning arrangements and processes in TVET on the basis of occupational standards in order to foster the development of occupational competence as well as personal and social competence and attitudes of students in TVET colleges or other institutions.
The study program is based on international standards which are like Australian mode of TVET system and Philippines TVET system and so on.
The Railway Rolling Stock Technology Department was established on January, 2014, started its program with 27 trainees within one section major courses in Railway Rolling Stock Technology, by 4 instructors.
The Department is entirely engaged in learning-teaching practice on the basis of continuous assessment and modular teaching approach.
Miraculously to its being young, the management fervently envisions becoming one of the best Railway Technology in Ethiopia and to develop the human resource with education as a core element. For that reason, the country exerted efforts to expand accessibility of the higher education and producing proficient graduates.
